TIA-942 vs Uptime Institute data center certification
All NICPL data centers target Tier 3, TIA-942 certification. Here's how that standard compares to the Uptime Institute's Tier system.
TIA-942 is a standard published by the Telecommunications Industry Association (TIA). The Uptime Institute Tier Certification system is a proprietary methodology owned by Uptime Institute, LLC. Both are independent organizations, neither of which is affiliated with, or endorses, NICPL. No NICPL site currently holds either certification — no site has been completed yet.

What Rated-3 / Tier III actually means for you
"Rated-3" and "Tier III" describe the same underlying engineering requirement, whichever standard certifies it:
Concurrently maintainable
Any single piece of power or cooling infrastructure — a UPS module, a chiller, a distribution path — can be taken offline for planned maintenance without shutting down IT load. Maintenance never means downtime.
N+1 redundancy
Every critical system runs with at least one more unit than the minimum needed to carry the load. If a single component fails unexpectedly, the standby unit picks up the load automatically — no scramble, no outage.
Together, these two properties are what a customer is actually buying when a facility advertises Tier 3 / Rated-3: a targeted 99.982% availability, built to withstand both planned work and unplanned failure without interrupting your operations.
The certification journey: design vs. constructed facility
Both standards separate what was planned from what was actually built — a design can be Rated-3 on paper and still fail construction verification if it wasn't built to that design.
TIA-942 — two-stage certification
Design certification reviews the engineering documents against the standard before construction begins. Constructed Facility certification then verifies, on site, that what was actually built matches — and performs to — that design. Both are issued by accredited third-party assessors, not TIA itself.
Uptime Institute — three-stage certification
Uptime's path adds a third stage: TCDD (Tier Certification of Design Documents), TCCF (Tier Certification of Constructed Facility), and TCOS (Tier Certification of Operational Sustainability) — all issued directly by the Uptime Institute rather than an accredited third-party network.

Why NICPL builds to TIA-942
Both standards certify the same engineering outcome. The choice between them comes down to how a rollout of 108 sites actually gets certified, site after site:
- Open, ANSI-published standard. TIA-942 is a publicly documented specification, not a proprietary methodology — anyone can read exactly what a Rated-3 facility is required to do.
- Multiple accredited assessors. Certification isn't gated behind a single certifying body — that scales better across a 20+ site, multi-city rollout than routing every certification through one organisation.
- Broader scope. TIA-942 also covers data-center telecom and cabling infrastructure standards, not just power and cooling redundancy — one standard for more of what's inside the facility.
- Cost-effective at Tier-2/3 scale. The combination of open documentation and assessor choice keeps certification economics workable across smaller, distributed sites — not just flagship metro builds.
